This is the Kerala Govt. Order declaing that u/uu vocalized consonants should be written in non-ligated form. And, dot-reph should be replaced with chillu r (U+07DC in Unicode). Note that Tamil script also has the non-ligated u/uu orthographic reform tradition starting from 1920s until today. ~ N. Ganesan
