Cambodia vs. Rwanda

We should tell the Cambodian PM, Hun Sen about Rwanda case. ------ Following the Cambodian PM's insistence "NOT" to compare with any country in the region, because Cambodia had Pol Pot Regime (genocidal regime), I would like to share the case of Rwanda, embarked with its recent past experience with the genocidal regime, (about 800,000 people were killed in 1994), and see where do they stand in term of Health care system. Unlike in Cambodia most neither people who are nor affordable to rely on foreign health care service, wait their last days without proper service to help from the government.
