National Security Adviser Henry A. Kissinger delivers an ultimatum from President Richard M. Nixon to the ambassador from South Vietnam: If South Vietnamese President Nguyen Van Thieu continued his refusal to accept Nixon's proposed settlement terms for the war with Communist North Vietnam, Nixon's congressional supporters would lead the fight to cut off U.S. military and economic aid to the South.
