An employee at the Agency for International Development claimed she was passed over for promotion to a GS-14 position as a result of gender discrimination and retaliation, among other claims. USAID claimed that its selection was based on interview performance and that the selectee’s interview performance was superior. The D.C. Circuit says she can now proceed with her case.
